No file upload button for custom contract

Steps you took that leads to the bug

There used to be a button to upload a document for custom contract, now there is only a button to upload the proposal.

As a workaround, I have added the contract instead of the proposal so we are not blocked from sending contracts to clients today.

Expected outcome

There should be 2 buttons to upload the proposal doc and the SoW doc

Actual outcome

There is only one button for uploading proposal
